Spotlight: Bailey's Crossroads Community Shelter

Financials: Fairfax County's Office to Prevent and End Homelessness funds this shelter. The annual operating budget is approximately $1.2 million.

History: Bailey's Crossroads Community Shelter was founded 1985 after a man froze to death and a group of community leaders got together to address the problem. It is operated by Volunteers of America Chesapeake and funded by Fairfax County.

I thought a homeless shelter mission was to end a homeless person's homeless status. To shelter folks that refuses to obtain a shelter against cold and storms. If the same folks use the same shelters, each and every year, then how does this help the Homeless? Except that they don't have to rent a place, the County and Volunteers of America will provide them with one. why buy the cow? if you get the milk for free.
